MUNICIPAL WORKS COURTS* VITAL DECISION WASHINGTON. Jan. 3 What is considered to be another signal victory for the New Deal is the Supreme Court's decision declaring constitutional all Federal Government loans and grants to municipalities to construct electric power projects. Under this decision allowances of 80,000,000 dollars will be made from the funds of the Works Progress Administration for 52 such projects.
