BALDWIN'S SPEECH DANGER OF HASTY CHANGES EXAMPLES FROM ABROAD (Received April 11, 5.5 p.m.) LONDON, April 10 The Prime Minister, Mr. Baldwin, addressing his constituents, probably for the last time, said he had always felt that for the country's and the party's own sakes the moment he had given his best he should ask to be relieved from the burden. "It is better to go before the people know that you are becoming incompetent," he said. The Prime Minister warned the country against hasty changes which might wreck the Constitution and bring about disaster and bloodshed to millions of people. Russia, Germany and Italy were governed by ideals which were alien to England and which could not help in solving British problems. "We must not carelessly assume that Fascism and Communism cannot happen here." said Mr. Baldwin. " Their mechanism and materialism would bring the danger of mass suggestion and mass movements. We must keep ourselves immune from the virus of Fascism and Communism alike."
