Cosgrave, in opening his campaign in view of the forthcoming general election, described Mr. de Valera's cattle and coal policy as "the annual piecemeal surrender to Britain." Mr. Cosgrave outlined his own policy and expressed his determination to negotiate an Anglo-Irish
settlement and to provide a three per cent recovery loan to enable farmers to make a fresh start.
