GREAT PACIFIC FLEET
SIR S. HOARE ON ESTIMATES DEDUCTION FROM SPEECH LONDON, March 20 A great Pacific fleet, based on Singapore. is the deduction drawn from the speech to the Commons of the First Lord of the Admiralty, Sir Samuel Ho a re, on this year's naval estimates, which provide for the building of 80 new vessels.
The paper asserts that the only possibility of peaco in the Pacific is by a revival of the Washington Treaty. "Britain, the United States, Russia and China are anxious for this, but Japan holds the key to the situation. Britain is urged to strengthen China hv all means, moral and material, for if China is not open to attack peace in tho Pacific is likely.
