INCREASED EXPENDITURE J | FORMER MINISTER PROTESTS TOKIO, Fob. 17 A former Minister of Justice, Mr. Yukio Ozaki, in. a crowded House of Representatives', demanded reasons for the increased defence appropriations, which are £18,000,000 in excess of last year's figures, in spite of the recent scaling down. Mr. Ozaki said no crisis was imminent in the East. Japan need not increase her armaments, but should, if Russia desired, conclude a non-aggression pact with her, acting similarly regarding Britain and America. He denounced the anti-Communist agreement between I Japan and Germany as being useful to Germany and useless to Japan. The Prime Minister, General Hnyashi, in reply, attributed the increased appropriations to the strained international situation following the Manchurian affair.
