AMERICAN FARMERS
TENANCY TO OWNERSHIP. DEPARTMENTAL PROPOSAL WASHINGTON, Nov. JlO The Under-Secretary of Agriculture, Mr. 11. G. Tugwell, is preparing for submission to Congress a proposal to spend 50,000,000 dollars annually for 10 years in financing the transition from farm tenancy to ownership of so-called "share croppers," with an allowance of 40 years in which to pay for farms. The aim is to aid the large group of sub-marginal agriculturalists who are becoming a national problem.
