ANNOUNCEMENT IN TOKIO CLOSE CONTROL OF OPINION TOKIO, July 17 Martial law has now been raised in Tokio, but "dangerous thought" is to be more strictly controlled, stated the Minister of the Interior, Mr. Usliio, in announcing his policy for strengthening authority throughout the country. Provincial Governors are reminded of the necessity of controlling seditious literature and of keeping a close watch on public discussions. Simultaneously with the raising of martial law, the Labour Party pledges itself to a policy of conquering Parliamentary power and of nationalising industry.
