RUMANIAN CRISIS
FOREIGN MINISTER RESIGNATION REPORTED (Received July 12, H. 35 p.m.) BUCHAREST, July 11 M. Titulescu is reported to have resigned the Foreign Ministry owing to his dissatisfaction with the internal Political situation, which he regards as contradicting his foreign policy, owing to the Government supporting the Nazis, who have adopted an anti-French policy since M. Blum's advent.
