LARGER POPULATION
NEED OF THE DOMINION CONSUMPTION OF PRODUCTS [by telegraph—OWN" correspondent] V HAMILTON, Sunday The view that the population of New Zealand should be increased was expressed by the Minister of Labour, the Hon. H. T. Armstrong, yesterday, in an address to settlers at the Waikato Land Settlement Society's area at Karakarika, Whatawhata. The Dominion, the Minister said, should not always be an exporting country. It should be in a position to provide an outlet within its boundaries for a nuich larger proportion of its primary products, as well as providing a market for secondary industries. Primary production was increasing at an enormous rate, while those engaged in the production were decreasing. The secondary industries must be developed* and population must be increased. Mr. Armstrong described the work the Labour Government had done since it had been in office. He said that although many business people were at present perturbed about the recent legislation, in six months' time there would not be a happier section of the community, owing to the greater spending" power of the people. The unemployment taxation was bringing in £.'3,700,000 annually, and he wanted to spend £6,000,000 in order to give the people conditions of ordinary decency, the Minister continued. The Government had said that it would find this amount, and if the revenue from unemployment taxation was not suffi cieut, the money would be obtained from some other source. Low wages suited only tho parasitical section of the community, he added. The legislation was designed to help every man or woman who rendered a useful or necessary service. The only class the Labour Party did not desire to help was the parasitical section, which performed no useful service.,
