TOWN AND DOMAIN BOARD °- CONFLICT IN ACCOUNTS The difliculties confronting a local '* body, when it also acts as a domain board, controlling public reserves in ; - its district, were mentioned last night at the Ellerslie Town Board meeting. - The clerk, Mr. J. W. Carr, reported 8 e that the Auditor-General had returned !/ the Domain Board balance-sheet, and irf had stated that a domain board had no borrowing authority, and all ' moneys received from the Ellerslie Town Board had to be treated as i grants, and were not refundable. Mr. I Carr said it had been to]v. show in the Domain Board accounts ! the payments received from the Town 1 Board. This had been done purely for 1 recording purposes, and it was not the j intention of the Town Board to seek ' any refund of the payments. "The confusion arises through the J Town Board's also acting in its entire ' personnel as the Domain Board," Tadded Mr. Carr. He said he had ad- <~- vised the Audit Office of the position and pointed out that the Town Board ja had not included in its statement 0f 3 ,-, assets any of the payments made to the Domain Board.

The chairman, Mr. H. J. White, ; • said the Town Board had to authorise expenditure on the domain and then supervise this as a Domain Board. "It ! is a problem of trying to separate our ! dual personalities," added the chairman. The clerk's action was approved.
