CITY COUNCIL SEAT
BY-ELECTION TO-DAY
GENERAL FRANCHISE IN USE The by-election to fill the vacancy on the Auckland City Council, resulting from the death of Mr. J. W. Yarnall, will be held to-day. Voting will commence at 9 a.m. and the poll will close at 7 p.m. The three candidates are Mr. W. L. Casey, a former member of the council, Mr. J. W. Payne, and Mr,. J. Purtell, the official Labour nominee. ® Voting will be on the general elsetors' franchise. That is, in order to exercise a vote a person must be a ratepayer or owner of the freehold of his property, or he can vofe on his residential qualificeation provided that he has lived within the city boundaries for the last three months and has been in New Zealand not less than 12 months. This is conditional, of course, on his being on the roll.
