ARCHBISHOP OF ROUEN ACTION BY THE POPE SENSATION IN FRANCE By Teleprraph—Press Association —Copyright (Received May 17, 6.45 p.m.) PARIS, May 16 A sensation has been caused in Roman Catholic circles throughout France owing to the Pope removing the septuagenarian Monsignor Villerabel, Primate of Normandy, from the Archbishopric of Rouen. This is the climax to a long controversy in which Monsignor Villerabcl took action for the alleged misappropriation of funds against his vicar-general, Monsignor Bertin, in the Civil Court instead of in the Ecclesiastical Court, thus infringing canon law.
The Diocesan Courts had already convicted Monsignor Bertin, but the Vatican quashed the conviction. Thereupon the Ministry of the Interior intervened and reopened the case. Three times Monsignor Villerabel refused to resign on the ground that by so doing he would admit a fault of which he was not guilty.
The Pope has appointed the Archbishop of Cambrai to administer the archdiocese, but Monsignor Villerabel refuses to leave tin* Palace, which he holds on a lease from the Government.
