ITALY DETERMINED POSSESSION OF ETHIOPIA LIMIT TO CONCESSIONS By Telegraph—Press Association—Copyright ROME, May 6 Authoritative circles in Rome describe as laughable the suggestion that the Abyssinian question should be settled on the lines of the .treaty of 1906. They declare that Italy will not be cheated of the fruits of her victory.

Looters again attacked the American Legation, but were driven off, and Marshal Badoglio furnished a guard of 50 Italians at the American Minister's request. Marshal Badoglio has issued strict orders mercilessly to repress rioting and resistance, but to treat kindly inhabitants who display peaceful intentions. Italian troops busied themselves today by routing out riotors from their hiding places, eliminating looters and confiscating their arms.

Signor Guiseppe Bottai, who has been transferred by Signor Mussolini from the Governorship of Rome to that of Addis Ababa, is planning municipal services. Troops are supervising native gangs of street cleaners, and Carabinieri, infantrymen and whippet tank patrols are policing the town and guarding the French and American Legations.

Most of the mechanised column remains in and around the capital, whence control will gradually radiate through the country. Strong detachments hold the hills against a possible surprise attack.

Signor Giuseppe Bottai, now Governor of Addis Ababa, is an economist and Fascist statesman. He was biprn in Rome in 1895. He saw sendee during the Great War, and at its conclusion devoted himself to journalism. He was director and editor of II Giornale di Roma, 1922-24, and of the Epoea, 1926. Signor Bottai was one of the founders of the Fascist Party, and was selected as one of Signor Mussolini's lieutenants. In 1921, previous to a tour of investigation in the United States, he was elected a member of the Italian Chamber of Deputies. From 1920 he was occupied with economic and social problems, and later was made Minister for the Fascist Corporations. This portfolio was taken over by Signor Mussolini in 1932 and Signor Bottai became Professor of the Corporative System at Pisa University. In 1933 he attended the Nazis Congress at Nuremburg and studied labour control in Germany. He was made Governor of Rome at the beginning of 1935.
