WRIGHT'S SUPPORT [BY TELEGRAPH SPECIAL REPORTER] WELLINGTON, Thursday The second reading debate on the Industrial Conciliation and Arbitration Amendment Bill, which has probably been interrupted more, than any other during the present session was completed in the House of Representatives to-night. After the Minister of Labour, Hon. H. T. Armstrong, had replied, the Opposition called for a division on the motion that the bill should be committed. The vote was carried by the Government by 50 votes to 17, and a feature of the division was that Mr. It. A. Wright (Independent—Wellington Suburbs) voted with the Government. COMPULSORY UNIONISM FURTHER PROVISIONS MADE CONDITIONS OF MEMBERSHIP [BY TELEGRAPH —SPECIAL REPORTER.] WELLINGTON, Thursday Further provisions regarding the formation of unions and union membership are contained in a series of amendments to the Industrial Conciliation and Arbitration Amendment Bill which are to be moved during the committee stage by the Minister of Labour, the Hon. H. T. Armstrong. , The original clause in the bill dealing with compulsory unionism is to be replaced by a new clause. This requires all workers who are subject to any award or industrial agreement to become members of a union, and it is provided that it will be unlawful to employ a nonunionist. The compulsory provision is to be included in every award or industrial agreement, whether it is made before or after the passing of the bill. If no union members .are available, non-unionists may be employed. A union is required to admit as a member any worker who applies for membership in accordance with its rules. However, where the Arbitration Court grants restricted membership to a union, the prescribed maximum membership cannot be exceeded. With reference to the restriction of registration of new unions, it is proposed to add a new sub-clause which provides that where a union is in existence in any industrial district before May 1, 1936, the registrar shall not register another similar union without the consent of the Minister. The clauses dealing with the formation of Dominion unions are amended so that such unions will be referred to as New Zealand unions. Where a New Zealand union is registered the Minister may direct the retention of a district union if he is satisfied that there are good reasons for that course and that a majority of members of the district union desire that its registration should not be cancelled. There is a stipulation that a New Zealand union shall not be registered unless there < are societies of employers or workers in at least four industrial districts. In the case of a North Island or South Island union there must be societies of workers in at least two industrial districts.
