HARBOUR TUNNEL

APPEAL TO CITY COUNCIL NO SUPPORT FOR PROJECT Although the City Council decided about a month ago that it could not j support proposals for the construction of either a bridge or a tunnel across the Waiteraata Harbour, it had before it at last night's meeting a request j from Mr. E. D. Stewart, the advocate j for the tunnel scheme, that the council j assist him to obtain a geological survey, j including some borings, by the Gov- j eminent geologist and the Public Works ! Department. In a summary fron\ reports he had made on the subject the city engineer, Mr. J. Tyler, said that before a reliable opinion could be given as to the efficacy, practicability and cost of the tunnel scheme it wojld be necessary . to conduct an extensive investigation of all factors atfecting the location and I type of construction, including a survey of the formation underlying the harbour and the preparation of the design in detail, and it wou d take considerable time, labour and money for such ; an investigation. A tunnel would probably be more ! expensive than a bridge for the same j traffic facilities. The proposal might ; offer a wider choice cf sites than the j bridge and enable the northern terminal to be better situated as regards the mass of population on the North Shore. Mr. Tyler said that wilh the data available, he was of the considered opinion that the present time was not opportune for the city, even with the cooperation of the local authorities on the North Shore, to embark upon the provision of either bridge or tunnel unless very substantial assistance from some outside source was obtained.

On the • recommendation of the Finance Committee it was decided to advise Mr. Stewart, as had been done in connection with the bridge proposal, that the council could not support these projects, feeJing that :t must first look to the settlement of the undeveloped areas within its own boundaries before it supported a plan which would take the population northward.
