PLEA FOR FRIENDSHIP
OVERTURE TO TOKIO SOVIET MINISTER'S SPEECH (Received April 26, 5.5 p.m.) MOSCOW, April 25 The Soviet Commissar of Defence, M. Voroschiloff, speaking at a Japanese banquet which was notable for its friendly atmosphere, urged the Japanese Government to accept the Russian proposal for a non-aggression pact. He expressed his willingness to accept the suggestion of the Japanese Ambassador, Mr. Oka, that he should visit Tokio, if he was invited to do so.
