GOEEING'S NEW POST SPECIAL COMMISSIONER EFFECT ON PRECEDENCE By Telegraph—Press Association—.Copyright (Received April 2G, 5.5 p.m.) LONDON, April 25 The Berlin correspondent of the Daily Telegraph states that Herr Hitler is reported to have appointed General Goering a Special Commissioner responsible only to the Leader-Chancellor for those Ministries not controlled by Nazis. General Goering takes precedence over Baron von Neural hj, Foreign Minister, Dr. Schacht, Minister of Economics, Ilerrs Seldte, Minister of Labour, Graf von Krosiglc, Minister of Finance, Dr. Guertner, Minister of Justice, and lierr von Eltz Ruebenach, Minister of Communications. However, General Goering is subordinate. as Air Force Commander, to the Minister of War, General von Ulomberg. Tlio Army, therefore, retains its independence.
