POSSIBLE CROWN COLONY WITHDRAWAL OF CONSTITUTION LONDON, April 10 The possibility of the early withdrawal of the Constitution from Malta and the substitution of a Crown Colony government is being discussed in political circles. The Constitution was suspended in November, 1933, when a number of Ministers were dismissed. The Governor has been legislating by ordinance since then. A number of Italians were expelled a few months ago on the ground that they were acting prejudicially to the safety of the fortress.
