MEASURES NECESSITATED M. FLANDIN TO REPORT GENEVA. April 8 The French Foreign Minister, M. Flandin, at a conference with journalists, said he proposed to submit to a meeting of the signatories of the Locarno Treaty on Friday the observations of the French Government regarding measures necessitated by the attitude of Germany in the Rhineland.
