PARLEYS ON APRIL 15 BRITAIN'S REPRESENTATIVE (Received April 8, 6.5 p.m.) British Wireless RUGBY. April 7 The Secretary of State for War, Mr. A. Duff Cooper, in the House of Commons to-day said the conversations between the British, French and Belgian General Staffs would begin in London on April 15. They would be conducted solely through the Director of Military Operations and Intelligence, MajorGeneral J. G. Dill.
OFFERS TO GERMANY PENDING DISCLOSURES BRITISH AND FRENCH PLANS LONDON, April 7 A "White Paper of 90 pages is to be issued to-morrow disclosing the opportunities Britain has offered to Germany in the last few months for settling her grievances diplomatically instead of by un fait accompli. A message from Paris says the French reply to Herr Hitler's plan will be published in the press to-morrow evening. From Geneva it is stated that League circles consider that whatever its merits the French plan has little chance of acceptance at the moment as the danger of new commitments is too great to allow of a dispassionate discussion.
