AUTONOMY DECREE T MADRID'S RESERVATION. CONTROL OF THE FORCES By Telegraph—Press Association— Copyright (Received Februnry 27, 5.5 p.m.) ■ MADRID. Feb. 20 A decree restoring autonomy to Catalonia has been approved, but, owing to President Zamora s insistence, it reserves the control of the forces and of public order to the Madrid Government, because the forces in 1034 aided the revolt. It is expected that Senor Luis Companvs will become the head of the Catnlonian Government again.
