GERMANY AND THE PACT p (Received February 25. 6.15 p.m.) ROME. Feb. 24 The German Ambassador to Italy, a Dr. von Hassell, returned from Berlin to-day. He visited Signor Mussolini, whom, it is believed, he informed of the German attitude toward the Franco-Russian pact. The impression persists that although Italy and Germany have not concluded an agreement, yet Italy, while sanctions are imposed, would not join in British and French action if Germany violated her undertakings regarding the demilitarised zone in the Rhineland.
