FOILED COUP D' ETAT - » NEW MINISTRY FORMED MADRID. Feb. 19 The Army plot has not led to any disturbances. The Chief of Police hastily returned from Saragossa and ordered the mobilisation of the Madrid police. The Socialist and Communist Youth organisations are also mobilised, as the Leftist parties are determined not to be robbed of their victory at the polls. 4 The centjre of the conspiracy apparently was the Air Force, the greater part of which supported the attempted coup d'etat. One officer, however, refused and informed tEe' police. The Premier denied the existence of a plot, but it is believed his denial was merely diplomatic. ' ' • • .* :
It is understood that General Ramon Franco, the Atlantic air pioneer, .who attended King George's funeral, and who recently was appointed Com-mander-in-Chief in Morocco, was the moving force behind the conspiracy.
Senor Manuel and his Ministry have resigned, in spite of President Zamora's wish that they should remain in office until the Cortes meets. Senor Azana, leader of the Popular Front, which was triumphant in the recent turbulent election, has formed a Ministry.
