INTERNATIONAL CONGRESS POSTPONEMENT ANNOUNCED [BY TELEGRAPH —OWN CORRESPONDENT] DUNEDIN, Friday Private cable advice received in Dunediu states that owing to the political situation the second international consress on mental hygiene, which was to have been held in Paris in July, has been postponed until next will, however, be replaced ljy a European congress in London in July. Dr. A. R. Falconer, of Dunedin, a member of the international committee, will leave by the Akaroa in March to attend the congress and also a meeting of the international committee.
