SCOTTISH BY-ELECTION
INDEPENDENT RETIRES MR. M. Mac DONALD'S POSITION LONDON, Jan. 15 The Provost of Dingwall, Mr. Rodcrick Smith, who was to have been the Independent Liberal candidate in the Ross and Cromarty by-election, has decided not to contest the seat. It was stated recently that Mr. Randolph Churchill had suggested that he would stand down if the Liberals nomiuated an acceptable candidate other than Mr. Malcolm MacDonaJd. Dominions Secretary, and it was then thought Mr. Smith would be nominated. Mr. Malcolm Mac Donald, in a speech at Dingwall, said: 'Vlt depends upon you whether 1 am Dominions Secretary for more than a few weeks." This statement is taken to mean that he will resign from the Cabinet if he is defeated.
