JAPAN AND CHINA
ALLIANCE ADVOCATED NEW TREATY SUGGESTED TOKIO, Jan. 15 The advisability of China concluding an offensive and defensive alliance with Japan is urged by Mr. Seigo Nagano, a prominent Japaneso politician, in an interview published in tho newspaper Niehi Niclii. He points out that under such an alliance Japan would guarantee China "against invasion by non-Asiatic influence," and also take the initiative in promoting Chinese industries. The prominence given to the interview* suggests that a scheme is afoot to replace the present Nine-Power Pact guaranteeing the integrity of China with a Sino-Japanese Treaty under which Japan alone would guarantee the integrity of.
