STEVEDORES' STRIKE
WINDWARD ISLANDS A STATE OF EMERGENCY (Received November 6, 5.5 p.m.) ■VANCOUVER. Nov. 5 A message from Castries, St. Lucia, Windward Islands, states that for the second time in a fortnight Sir Selwyn Grier,. Governor of the group, proclaimed a state of emergency in one of his colonies. Following the stevedore strike which was begun 3 T esterday and continued to-day, Sir Selwyn announced the state of emergency and called out the island's volunteer force for actual military service. There has been no sign of disturbance since more than 100 men struck for higher wages for unloading the collier Tasmania. However, apparently the Governor feared an outbreak of violence such as was witnessed at Kingstown, St. Vincent, last month. The streets of Castries have been patrolled for more than 24 hours by extra armed police and a small detachment of marines from H.M.S. Challenger, which has been in port since Sunday.
