NEW UNDERTAKING Times Cable . LONDON, Nov. 4 The Hague correspondent of the Times states that Herr Plesman, general manager of the K.L.M. Air Line, on his return from America announced that he had arranged for his company to fly over the stretch between Manila and Soyrabava while the Americans fly from Manila to San Francisco. The joint service between San Francisco and Sourabaya will be commenced this month, and the Dutch section will be inaugurated later.
