PETITION TO PARLIAMENT EFFORTS TO OBTAIN LICENCE [BT TELEGRAPH —SPECIAL REPORTER! WELLINGTON, Thursday A petition was presented to the House of Representatives by. Mr. F. W. Schramm (Labour —Auckland East) praying for a recommendation in favour of the granting of a jockey's licence to Samuel Henderson, of Auckland, a former prominent jockey. The petition, which contains 87 signatures, sets out that petitioner, when riding Mangani at Paeroa on March 16, 1926. was injured owing to his mount dropping dead while engaged in a steeplechase event. At the time of the mishap Henderson was considered one of the foremost riders of the Dominion. After 12 months petitioner completely recovered. In anticipation of Henderson's injury being permanent and being of a nature precluding him from again riding, the New Zealand Pacing Conference paid him the sum of £IOOO, out of which was paid the expenses of his illness, petitioner actually receiving £BBO. From 1929 to 1932 Henderson refrained from following his profession, but in 1932 applied to the New Zealand Racing Conference through the Auckland District Racing Committee for a clearance in anticipation of a trip to England and France, where he proFDsed to accept riding engagements. rior to making arrangements for sailing petitioner was advised by the Auckland District Racing Committee that his clearance would be granted and in consideration of that fact he sold his home and made final preparations for his trip. Ho was then advised by the New Zealand Racing Conference that his. clearance would not be granted, and as he could not cancel his arrangements he sailed for England on August 5, 1932. Tho petition gives a history of the steps Henderson took to have his clearance granted after being offered numerous engagements in England, which he was unable to accept without his clearance papers. Returning to the Dominion in July, 1933, he was certified fit to ride by two medical practitioners and he applied for a Licence to the Racing Conference, which was not granted.
