BY-LAW ALTERATIONS

CONTROL OF TAXICABS SUNDAY GAMES IN PARK Amendments to certain city by-laws, approved by the City Council at its meeting on September 19, were made bv special order at a special meeting of the council yesterday afternoon. After being advertised, these amendments, which are to be grouped and known as By-Law No. 17, will come up for confirmation at the ordinary meeting of the council next Thursday. There are 22 sections in the by-law. They deal with the limitation of the number of taxi-cabs plying for hire in the city to 265, exclusive of non-meter cabs, and fix a scale of hiring charges; provide for the playing of tennis and bowls at Victoria Park on Sundays; fix the borrowing rate at city and suburban libraries for old age pensioners at 2s 6d a year; and stipulate the fees and charges to be made at the Municipal Abattoirs consequent on the restoration of wage reductions to the workers at the abattoirs. Minor amendments and deletions of existing by-laws are also involved. The draft by-law was amended in one particular. It required taxicabs to be fixed with meters which would show the exact fare, and prescribed a rate for the journey within a radius of five miles of the Chief Post Office with a variation in the rate beyond that limit. It was pointed out by Mr. W. T. Anderton, chairman of the Legal and By-Laws Committee, that the variation in the rate would call for a meter which could be altered,when the vehicle crossed the city boundary, and such a meter could be altered within the city limits. It- was not desirable that such manipulation should be possible. It was therefore decided to delete the clause providing for the variation in the rate, leaving the faro for one to four passengers for a distance not exceeding: one mile at Is, with a charge of 6d for every additional mile or portion of a mile.
