The Daily Telegraph says informal naval exchanges between London and Paris have revealed that the French Government will not, in any circumstances, entertain proposals for the abolition of the submarine, which it regards primarily as a weapon of defence. Nevertheless the British Government will again urge the total suppression of submarines at the next naval conference, which now is not likely to be held this year. America and Germany have expressed their readiness to discard submarines provided that other Powers do so, but Japan also is adamant. Russia, which lias a considerable submarine orogramme in hand, is equally unwilling to abolish the weapon.
