Sir, —I suggest a scheme to divide the city and suburbs into very small areas —to appoint an active committee of business people, nurserymen, carpenters, agricultural experts, for each area. (1) I should arrange gardening competitions for every class of gardening—indoor, window-boxes, shrubs, fruit, vegetable. The committees would enlist the co-operation of every person in some way. The money spent on improvements would add to the value of the properties and the prestige of the householder. November, March, and one of the winter months, would be the recognised time for awarding the prizes. I have just received a parcel of seeds from an Italian nurseryman. The Government evidently had seized the money I sent him, but he sent the seeds, with a most courteous and friendly letter. Gardening and courtesy are two good fairies. Between them, the world, especially our little bit of it, can be kept clean and sweet. However black the outlook, let us keep on planting and exchanging courtesies. "Say it with flowers" is a good motto for international as well as private life. In the fight against poverty, ill-health and unemployment, flowers, fruit and vegetables hold an important place.
