REVISION NOT APPROVED w _____ BERNE, Sept 8 A proposal totally to revise the Swiss Constitution was defeated by 510,000 votes to 193,000 in a referendum. This was the sequel to a petition containing 78,000 signatures urging that the change was essential 'ns measures dealing with the economic (Crisis wore unconstitutional. Oppnncnts of the proposal declared that, balancing the Budget was more important than altering the Constitution.
