JAPANESE COMPETITION SPECIAL TARIFF URGED (Received August 26. 5.5 p.m.) NEW YORK, Aug. 25 The New York Daily News, in a leading article, referring to the Japanese threat to American industries, urges an increased tariff aimed only at Japan. "But tariffs without battleships to bolster them are weak walls, which an aggressive nation can slap down easily," says the article. "The Japanese would like to have the United States market wide open to them. If they could beat us in a war on the sea they could require us to open this market to them."
