CONGRESS CONCLUDED WORLD REVOLUTION PLAN CALL FOR PREPARATION By Telegraph— Press Association—Copyright (Heceived August 22, 5.5 p.m.) MOSCOW. Aug. 21 The congress of the Third (Communist) International was dissolved in the early hours of this morning after adopting a proposal for a ballot in Britain on the question of the •Soviet and its ppace policy, on the same lines as the League of Nations Union's ballot in .lune. The final speech was made by Dimitroff, who was acquitted at the Reichstag fire trial in Germany, and now is a leading Soviet politician. Dimitroff launched a new official slogan as follows: —" We Communists must not disdain the tactics of the wooden horse of Troy.'' Dimitroff has been the main mouthpieco of this new form of Communist propaganda abroad. The delegates from 65 nations gave rousing cheers when Dimitroff called on them to prepare for a victorious world proletarian revolution.
