MOEALE DECLINING DEPARTMENT INEFFICIENT RETIRED ADMIRAL'S CHARGE By Telegraph—Press Association—Copyright (Received August 20, 5.5 p.m.) NEW YORK, Aug. 19 Charges that the morale in the United States Navy is continuously declining and that officers of high rank in the Fleet and in the Navy Department have been notoriously inefficient are made by Rear-Ad-miral William S. Sims (retired) in an article published in the Atlantic Monthly. The writer says these conditions have resulted from the present system of promotion, under which injustice is inevitable. "A Fleet that is not roadv for war is no use," says Admiral Sims, "and one that is under a commander who is known to the whole service as incompetent is a positive danger." In an interview in Washington Admiral William Stanley said: "I prefer not to comment on the charges against me made by Admiral Sims. He has been retired from the Navy for a number of years and I do not think he is in a position to judge the Navy's morale." Other officers said Admiral Sims consistently had attacked the selection method used in promotions in the Navy.
