NAVAL CONFERENCE
PRELIMINARY PARLEYS E'ritish "Wireless RUGBY, Auk. 16 It is understood that the British Government communicated some weeks ago to the othor signatories of the Washington and London naval treaties —the United States, Japan, France and Italy—the outline of its views and aims with regard to the speeding up of the preparations for tho five-Power naval conference which is required, under the Washington Treaty, to bo held before the end of this year. Britain proposed that the bilateral conversations should be pushed forward and concluded as soon as possible, and that thereafter it might bo possible to widen the scope of the conversations into multilateral ones. It was suggested that these conversations might bo held in London in October. No roplies to these suggestions have been received and no invitations to a preliminary conferonco will bo issued until it is clear whether it could usefully meet as proposed. Under tho Washington Treaty it falls to tho United States Government to issue invitations for the full and formal conference provided for in the treaty, but the view is held that London might prove & convenient centre.
