COMMUNISTS' PROGRAMME CONFERENCE IN MOSCOW LONDON. July 26 The Daily Telegraph's Moscow correspondent states that at a meeting of the Third (Communist) International at which 6-5 countries were represented Herr Piek (Germany) said: ''Humanity now is forced to choose between Socialism and Fascism." The International must work out tactics which, firstly, will overcome Fascism and then pass on to fight for Socialism," The delegates gave an ovation to M. Stalin which lasted 12 minutes.
