COMMUNISTS' PROGRAMME CONFERENCE IN MOSCOW LONDON. July 26 The Daily Telegraph's Moscow correspondent states that at a meeting of the Third (Communist) International at which 6-5 countries were represented Herr Piek (Germany) said: ''Humanity now is forced to choose between Socialism and Fascism." In outlining a programme tie speaker said that the Nazis' victory in Germany had started a campaign agiinst the workers everywhere. In order to secure a real proletarian democracy ihe International must work with the hitherto despised bourgeoisie. "If the Nazis attack a European nation," said Herr Piek. "the Communist citizens , must fight shculder to shoulder with the bourgeoisie to defeat the barbarian Fascists. The International must work out tactics which, firstly, will overcome Fascism and then pass on to fight for Socialism," The delegates gave an ovation to M. Stalin which lasted 12 minutes. They Greeted him as " leader, teacher and friend." * Dhnitrotf, who was acquitted in Connection with the Reichstag fire, now a prominent member of the International. to report later on methods of fighting Fascism.
