PREMIER RECONSTRUCTS QUESTION OF MONARCHY (Received July 21, 5.5 p.m.) ATHENS, July 20 General Kondylis, the monarchist deputy-Premier of Greece, resigned because he could not induce the Premier, M. Tsaldaris, to force the Republican Ministers to resign or to depart from neutrality in the forthcoming plebiscite on the question of the restoration of tibe monarchy. M. Tsaldaris has reconstructed the Cabinet. He has dropped all the Ministers who had pronounced themselves publicly in favour either of the monarchy or of the Republic, except General Kondylis. His retention is regarded as > victory for the monarchists, although M. Tsaldaris declares that the new Ministry will remain neutral regarding the monarchy during the plebiscite period. The city is buzzing with rumours of an impending monarchist coup d'etat.
