NEW PARTY'S PLATFORM TORONTO. July 12 Sweeping proposals, dealing with all tho phases of Canada's economic and social difficulties, are contained in a manifesto issued by Mr. H. H. Stevens, formerly Minister of Trade and Commerce, and leader of the new reconstruction party. Mr. Stevens advocates a restriction of interest rates, liquidation of the national debt in 25 years by the use of latent natural resources through the development of the great goldfield of Northern Canada, and a national housing scheme.
