THE NEW CITY COUNCIL

Sir, —.1 notice with alarm the fact that there are so many non-ratepayers returned ns members of the new City Council. I hope tho leading ratepayers will take this matter in hand at once and form a strong association which will protest to Parliament with tho object of having the Act altered. Another Ratepayer.
