Sir, —In your tribute to the retiring Mayor of Auckland, Mr. G. W. Hutchison, who undoubtedly has merited the compliments bestowed therein, occurs the following sentence: "He set his mind upon a scheme of works under which standard wages would be paid, with the support of subsidies from the Unemployment Fund." This is inclined, by inference, to credit Mr. Hutchison with the initiation of this particular novel scheme. What I wish to make clear, with a view to settling a muchdebated subject, is that the orginator of such scheme was undoubtedly Mr. R. Ferner, Mayor of Mount Albert. I consider the scheme has been of such immense benefit to local bodies, the Unemployment Board, the commercial world and the unemployed that it merits the distinction of registration by the Unemployment Board under the title of "The Ferner Mount Albert .scheme," in lieu of No. 5 scheme.
