PEOPLE OF POLAND decree by the president (■Received September 30, 7.5 p.m.) "WARSAW, Si ept. 29 Almost the whole of the civiii population. of Poland has been placed on a■ military footing as the result; of an emergency decree issued by tha President, .Professor Moscicki. A military auxiliary service hus been established.- This includes youths and miin between the ages of 17 find 60, and girls and women between the ages of 19 and 45. They are divided units which will deal a*ith communications, air and gas defence, fire defence, sanitation, transportation, etc. / - ~
