THIRD RACE POSTPONED LACK OF SUFFICIENT WIND NEW YORK, Sept. 19 The third race for the America's Cup, which was to have started at 10.30 a.m. to-day, was postponed, owing to lack of wind. A message from Quebec states that Captain Angus Walters, of the Blue Nose, unbeaten champion of tho Nova Scotian fishing banks, has declared his readiness to race either Endeavour or Rainbow. EXPERT SPECTATOR PRESIDENT ROOSEVELT ENGLISH BUILDERS' INTEREST RUGBY, Sept. 19 President Roosevelt, who has been a keen and expert spectator of both races for the America's Cup, said to-day that ho had never seen two closer or better-sailed races in any of the cup. series. Nowhere does the news of Endeavour's two successes give greater satisfaction than among the yacht-build-ing community at Portsmouth and the Isle of Wight. The work people of Cotnper and Nicholson's yard at Gosport, who built Endeavour, assembled there to hear the broadcast commentaries on both races. Large crowds gather in those towns to await the results. _
