UNPRECEDENTED POWER CONTINENTAL COMMENT LONDON, August 7 For the first time in history a foreigner is the head of Germany, and that foreigner is an Austrian. An excorporal succeeds a field-marshal as commander-in-chief of the army and navy. As the Daily Mail puts it, " The situation is, ' Hitler über alles.' " Perhaps the most significant of all Continental comments is in Le Temps (Paris), which says: " There is no more German Republic, no more Constitution—only Reichsfuehrer Hitler, armed with powers the Holienzollerns never knew, and sole master of the German people.
" Hitler's self-appointment to the Presidency can be regarded as compatible with the latest Nazi code of manners, which ignores the most elementary constitutional appearances, and as symbolic of the complete lawlessness of the Government's future policy. Will the surviving non-Nazi forces be content to bow before this unprecedented act? The real experiment of the new Germany begins now."
