BILL FOR REPEAL REFERENCE TO COMMITTEE EVIDENCE TO BE TAKEN [BY TELEGRAPH SPECIAL REPORTER] WELLINGTON, Thursday By moA-iiifi; the second reading pro forma of the Auckland Metropolitan Milk Act Repeal Bill in the House of Representatives to-day, Mr. A. Harris (Government Waitemata) redeemed ail earlier promise to allow the measure to go to a committee for the taking of evidence. Incidentally, his action averted another discussion on the bill, which had caused an interesting debate at the first reading stage. The bill will now go .to the industries and Commerce Committee, of which two Auckland City members, Mr. M. J. Savage" and Mr. Harris, are members. The other members are the Hon. J. G. Cobbe, the Hon. A. D. McLeod, Messrs. A. E. Ansejl, H. Holland, P. McSkimming, P. A. de la Perrelle, D. G. Sullivan, C. A. Wilkinson. Petitions urging the repeal of last year's legislation continue to arrive in Wellington. Three more were presented in the House to-day. Mr. W. J. Jordan (Manukau) handed in one with 131] names, Mr. F. W. Schramm (Auckland East) one with 1070 names, and Mr. W. E. Parry (Auckland Central) one with 1030 names.

RIGHTS UNDER MORTGAGE THE PERSONAL COVENANT LIMITED SUSPENSION URGED [BY TELEGRAPH SPECIAL REPORTER] WELLINGTON, Thursday The suspension of the personal covenant under mortgages of property owned by religious, charitable or educational bodies is proposed under the Mortgagors and Tenants' Relief Amendment Bill, of which Mr. W. A. Yeitch (Independent—Wanganui) gave notice in the House of Representatives to-day. The bill seeks to amend the Mortgagors and Tenants' Relief Amendment Act, 1933. It states that where any property which is subject to a mortgage, to which part one of that Act applies, is owned by any body of persons associated for religious, charitable or educational purposes, or by trustees for any such body, it shall not be lawful for the mortgagee to sue for or recover as a debt by action in any court the principal moneys or any part of the principal moneys then or thereafter becoming payable under the mortgage, or under any instrument of guarantee in respect of the mortgage. An exception is made in the case of a mortgagor who is using or is interested in the use of the mortgaged property or any part of it for purposes of personal profit. CONTROL OF FIREARMS REDUCING ACCIDENT RISK BILL FINALLY PASSED [BY TELEGRAPH —SPECIAL REPORTER] WELLINGTON, Thursday The Arms Amendment Bill, designed to provide more stringent safeguards against the use of firearms, and particularly to give protection against tho possibility of accident from faulty weapons, was read a third time in tho House to-night and passed. One amendment was made at the instigation of tho Minister of Defence, the Hon. J. G. Cobbe, who had charge of the bill. As originally drafted, tho bill provided that, on complaint, a magistrate might make such order as he deemed just and expedient for the issue of a certificate of registration to an owner of any firearm, or for the issue v of a new certificate where the previous certificate had been revoked. The clause has been redrafted to provide for right of appeal to a magistrate where an application for an import licence or an application for a certificate of registration has been "refused. However, notwithstanding that such an appeal may have been decided in the appellant's favour, a superintendent or inspector of police may, subject again to right of appeal, revoke any certificate or licence if sufficient grounds, supported by facts or evidence, are discovered after the hearing of the appeal. REGISTERED OPTICIANS RIGHT OF ENROLMENT [nv TELEGRAPH —PRESS ASSOCIATION] WELLINGTON, Thursday The second reading of the Opticians Amendment Bill was moved by the Hon. J. A. Young, Minister of Health, in the House of Representatives to-night. The bill provides for the extension for 12 months of the provision for the registration of persons who were practising as opticians on the passing of the principal Act. It gives the Government power to make regulations controlling advertising by registered opticians. The bill was read a second time.
