JOINING IN SEPTEMBER FRANCE AS SPONSOR SECURING SMOOTH ELECTION By Telegraph—Press Association—Copyright (Received May 22. 11.45 p.m.) GENEVA, May 22 Tt is expected that Russia will join the League of Nations in September. r l his is a result of conversations between M. Litvinoff, Russian Foreign Commissar, and M. Barthou, French Minister for Foreign Affairs. France will sponsor the Soviet's candidature and will endeavour to secure Russia's smooth election. This requires a two-thirds majority of the Assembly.
