ALLEGED BRITISH CRITICS NEW YORK CONSUL'S DENIAL (Received April 22, 5.5 p.Tn.) WASHINGTON, April 21 Mr. Fred Britten, a Republican member of the Naval Affairs Committee of the House of Representatives, told the House yesterday he was going to ask the Secretary of State, Mr. Cordell Hull, to bring about the recall of Mr. Gerald Campbell, British Con-sul-General in New York, for " speaking in opposition to America's defence legislation." Also Mr. Britten alleged a, violation of the rules of Congress and the committee by what he termed the attempts of Major C. J. H. Mackenzie-Kennedy, a British subject, to address the Naval Affairs Committee yesterday on the legislation before it. Major MackenzieKennedy has figured in the committee's study of aeroplane contracts. A message from Now York says that Mr. Campbell states: " I categorically deny having mf\do any statement in any speech, or in writing, opposing the Naval Construction Bill or America's national defence. Nor have I over tried to influence any one whatsoever in this respect."
