CHINA PERTURBED

JAPAN AND NORTH

MILITARY ACTIVITIES WARNING TO POWERS INTERESTS JEOPARDISED NANKING INDIGNANT By Telegraph—Press Association—Copyright (Received • April 22, 5.5 p.m.) SHANGHAI. April 21 The Nanking Government is perturbed over the continued military activity of the Japanese in North China. Japan's "hands off China" declaration is arousing bitter comments in Nanking, where it is regarded as striking a fatal blow at the interests of other Powers in the Far East.

This warning by Japan, coming at a time when China is seeking international aid for licr reconstruction, lias aroused the indignation of the Government. The Foreign Office has issued a statement saying: peace is maintained only by collective efforts of all the members of the family of nations. No single nation should bo permitted to assume policing rights over another."

Japan's announced policy is? causing apprehension in Shanghai, where there is very keen competition among tho representatives of many nations to secure large orders for aeroplanes, which the Nanking Government now is placing.

TOKIO'S STATEMENT NO ACTION BY BRITAIN COMMENT IN THE PRESS (Received April 22, 5.5 p.m.) LONDON, April 21 The Government has received from the British Embassy in Tokio the text of tho Japanese semi-official statement with reference to the Powers and China. Britain proposes to take no action unless she receives direct official notification.

The Daily Mail says Britain's special position in relation to Australia and New Zealand has always been recognised, also that of the United States on the American continent. It is difficult to see, then, why Japan's preponderance of interest in China shoidd be disputed. Certainly no sane Government is going to attempt to turn her out of Manchukuo.
