NEW APPOINTMENTS (Received November 12, 5.5 p.m.) British Wireless RUGBY. Nov. 11 The Secretary of State for India, Sir Samuel Moare, has appointed Sir Louis Kershaw, assistant Under-Secre-tary of State, to be deputy UnderSecretary, with effect, from December 2*l, in succession to Sir Malcolm Seton, who is about to retire. Sir Cecil Kisli, Secretary to the Financial Department of the India Office, has been appointed one of the assistant under-seeretaries.
